According to Fox News, the suspect—Jessica Bowie, 35, of Albany—faces a charge of attempting to provide material support to ISIS. Prosecutors allege she pledged allegiance to the group, conducted repeated surveillance of the building, and bought materials intended for an explosive device. The account also says she discussed disguising a bomb in a DoorDash bag and aimed to strike while state lawmakers were meeting inside.

The New York Times adds that federal prosecutors say the woman meets with an FBI informant multiple times to plan the attack.
