Microsoft launches Microsoft-Decision-1 in Microsoft Foundry, three days after OpenAI opens its Decisions API to all developers. The release focuses on “decision” tasks rather than free-form text generation.

Across outlets, Microsoft-Decision-1 is described as a decision-scoring model that outputs calibrated probabilities for a set of fixed answer options. The model is positioned for use cases such as routing, classification, verification, and agent control. MarkTechPost additionally specifies that the model returns a probability per option instead of generating new text, and that it is post-trained from Alibaba’s Qwen3.5-9B.

The New Stack frames the timing and architecture choice as Microsoft building its own alternative rather than adopting OpenAI’s decision model, while MarkTechPost emphasizes how the model works and where developers can access it. Availability is reported through Microsoft Foundry and OpenRouter, with Microsoft offering the model now for developers who need decision-oriented outputs.
