China is drafting new export controls that would restrict or ban shipments of around 40 technologies, including artificial intelligence, chips, and next-generation solar equipment, according to multiple reports. The measures are described as aimed at addressing national security concerns and preventing misuse of advanced technologies.
Outlets report the plan is set out in a draft labeled “Announcement No. 48,” released by China’s Ministry of Commerce and Ministry of Science and Technology. One account says it would impose a full ban on 14 technologies and restrictions on an additional 26. Coverage also notes that the proposal includes biopharmaceutical-related items and calls for security safeguards, including maintaining human control over AI.
While some reporting links the move to intensifying technology competition and trade tensions involving the United States and other Western countries, China’s stated position in at least one source emphasizes that the policy is not intended to target specific countries or entities. Other outlets highlight potential impacts on countries seeking to reduce dependence on Chinese technology supply, such as in solar manufacturing.
