The National Investigation Agency (NIA) has filed a supplementary chargesheet in connection with the April 22 Pahalgam terror attack, naming Pakistan-based Lashkar-e-Taiba founder Hafiz Saeed as an accused. Multiple outlets report that the NIA describes a cross-border conspiracy and Saeed’s alleged role in orchestrating it. The NIA statement says Saeed is charged both in his individual capacity and in relation to his leadership positions, including as chief of Lashkar-e-Taiba and as associated with its active proxy organisation, The Resistance Front (TRF).

The outlets also state that the chargesheet adds details about Pakistan-backed planning, facilitation, and execution of the attack, alongside supporting evidence collected during the investigation, which is described as including scientific and on-ground examination. Reported charges include allegations tied to “waging war against India” and conspiracy hatched from across the border. The NIA also charges Lashkar-e-Taiba and TRF as legal entities for their purported role in the attack.

The supplementary chargesheet is filed before the NIA special court in Jammu and is reported to build on an earlier chargesheet filed on December 15, 2025.
