Ukrainian President Volodymyr Zelenskyy is set to travel to Oslo for new talks with US President Donald Trump’s special envoys, Steve Witkoff and Jared Kushner, with Norway and Finland also participating. Norwegian Prime Minister Jonas Gahr Støre confirms the meeting in Oslo on 20 October, and Norway says Witkoff will attend in person while Kushner joins remotely.
The diplomatic push comes as relations between Kyiv and Washington show signs of strain. Multiple outlets report that the US is pressing Ukraine to consider ways to reduce escalation, including halting strikes on Russian oil infrastructure, while Kyiv faces delays in promised Patriot missile deliveries and has raised concerns about limitations on intelligence-sharing and satellite communications. Bloomberg and other reporting frame the meeting as part of an effort to move negotiations toward a deal as tensions mount.
Some reports add that after the Oslo discussions, Witkoff may travel to Russia to seek engagement with President Vladimir Putin. Other outlets focus more narrowly on the Oslo meeting itself, noting Zelenskyy’s scheduled engagements with Norway’s king and parliament during the trip.
