The Office of the Ombudsman dismisses plunder, graft, and malversation complaints filed against Executive Secretary Ralph Recto and former Philippine Health Insurance Corp. (PhilHealth) chief executive officer Emmanuel Ledesma. In a consolidated resolution dated June 2, the antigraft body finds there is lack of evidence and junks the criminal complaints. The cases stem from Recto’s order—made when he was Department of Finance (DOF) secretary—to transfer PhilHealth’s unused funds amounting to ₱60 billion to the national treasury. The transfer is described as being aligned with a special provision of the 2024 national budget. The resolution is provided to media after being issued on June 2, and it covers two separate complaint-affidavits that question the same underlying action connected to the ₱60 billion transfer. A lawyer representing the doctors and lawyers who filed the complaints reacts to the dismissal by characterizing it as a “sad day for accountability.” The Ombudsman’s dismissal, however, is based on its determination that the complaints do not meet the evidentiary threshold for the charges filed.
