Middle East Eye cites a BBC report saying the memorandum of understanding does not include Lebanon, while another account attributed to the same or similar US official says the ceasefire framework still envisions Lebanon being covered. Both reports reference provisions tied to Hezbollah and the scope of hostilities. The US official says the arrangement is intended to end hostilities and move toward a final peace deal that could involve “proxy groups,” and also emphasizes that Israel would retain the right to defend itself and respond if Iran and its allies are unable to control Hezbollah and attacks occur on Israeli positions or towns. Meanwhile, Iran has publicly stated that its deal with the US includes Lebanon. Separate from the Lebanon question in the memorandum, the reports also say direct talks between Israel and Lebanon are ongoing. These talks continue despite criticism that progress may be limited without Hezbollah’s cooperation.
