Several reports describe a Russian electronic warfare (EW) system, allegedly used to disrupt Starlink satellite communications. The system is referred to as “Volna Kupol Garant” and is said to consist of multiple trailers carrying satellite antennas beneath radio-transparent protective domes. According to accounts attributed to Ukrainian sources, the system aims interference at a selected Starlink satellite to hinder communication between the satellite and ground terminals, including those used for drone operations.

One report states that the complex includes satellite dish units, with each trailer equipped with two dishes. The dishes can also be deployed on the ground as needed. Another account attributes specific technical description to Ukrainian defense technology adviser Serhii Beskrestnov (call sign “Flash”), who says the approach targets the satellite’s reception of signals in the 14–14.5 GHz range. He describes the range as segmented into multiple channels and says the antennas transmit interference on corresponding channels, causing the satellite to be “blind.”

The reports do not provide independent verification from other sources, but they are consistent in naming the system and describing its trailer-mounted satellite dish configuration and jamming objective.
