Police in south Tamil Nadu are classifying and tracking sexual offenders using a colour-coded risk system. According to reporting from The Hindu and Times of India, the initiative—described by police as a spectrum—places offenders into categories based on factors such as the nature of the crimes, severity, recurrence, modus operandi, and perceived threat to society. Times of India says the programme covers around 15,000 individuals in the south zone and groups them into eight colour-coded levels. It characterizes “Red” as the highest-risk category, including accused persons in cases involving gang rape, while “Silver” is used for juveniles. The Hindu similarly describes colour-coding from red to green reflecting different risk levels.

Both reports indicate the system is intended to support targeted monitoring by police, with particular focus on repeat offenders and certain types of crimes. Times of India adds that the programme uses tools such as biometrics and surveillance through social media as part of its tracking and monitoring efforts.
