South Korea plans to invest about $1 trillion across multiple technology “megaprojects” aimed at strengthening AI-related industries and robotics deployment. According to reporting cited by several outlets, the government and major companies frame the effort around faster development of AI capabilities, including memory and computing infrastructure, and the commercial rollout of physical AI systems.
One major component is semiconductor expansion. Samsung and SK Hynix are reported to invest about $585 billion in new chip fabrication plants, including facilities in South Korea’s southwest and additional construction in the Seoul area. The stated goal is to significantly increase South Korea’s DRAM production within about five years.
A second component focuses on AI compute and storage. SK Group, GS Group, and Naver are described as investing roughly $357 billion to build large-scale AI data centers in several provinces.
A third component involves “physical AI,” with the government designating it as a national strategic industry. The goal is to develop a Korean general-purpose foundation model intended to support robots and related systems within a few years. Separately, Hyundai is reported to invest about $5.8 billion in a robot manufacturing facility and AI data center. The broader plan also targets commercial humanoid robots in multiple industries by 2028.
