The National Bureau of Investigation (NBI) in Central Visayas (NBI-7) investigates two alleged “ghost” flood control projects in Barangay Singsing, Balamban, Cebu. NBI-7 Supervising Agent Gregorio Y. Algoso Jr. says the probe starts in December 2025 after reports of irregularities involving the two projects. During a June 30, 2026 press conference, Algoso announced that NBI-7 investigators from the Mandaue District Office found indications of problems based on details included in the project contracts, including discrepancies related to the coordinates for at least one project.
After completing its investigation, NBI-7 recommended filing criminal cases. The case is submitted for evaluation under the government’s anti-ghost project task force process. Under this procedure, the NBI endorses its findings to the Department of Justice (DOJ), which reviews the evidence before deciding whether the matter should proceed to prosecution. The reports do not specify the alleged violations or the final determinations by the DOJ.
