The Judicial Commission of Pakistan (JCP) has notified separate interview committees to vet nominees for appointment as additional judges in four high courts, and none of the panels includes a Supreme Court judge. The notifications, approved by the JCP chairperson—the Chief Justice of Pakistan—are issued under Rule 10A of the Judicial Commission of Pakistan (Appointment of Judges) Rules, 2024. The committees will interview candidates nominated up to July 4, 2026, for the Lahore High Court (LHC), Islamabad High Court (IHC), Sindh High Court (SHC), and Balochistan High Court (BHC).

For the LHC and IHC, the JCP forms the same seven-member panel chaired by Federal Constitutional Court (FCC) judge Syed Hassan Azhar Rizvi, with the respective high court chief justices, the attorney general, two senators, and a Supreme Court Bar Association representative. For SHC and BHC, separate panels are chaired by FCC judge Aamer Farooq, with a mix of high court chief justices and the same non-judicial members.

The move follows stalled judicial appointments attributed to the need for revised rules after the 27th Constitutional Amendment, which empowers the commission to frame procedures and criteria for interviews and fitness assessments. Sources also indicate the JCP’s Rule-Making Committee discussed alternative committee structures before adopting the approach used in the notifications.
