Ukraine’s foreign minister, Andrii Sybiha, says Russia is proposing a prisoner exchange involving North Korean POWs held in Ukraine and Ukrainian civilians held by Russia. According to reporting from The Korea Times, Sybiha told South Korean officials and a think tank that Kyiv was asked by Moscow to swap two North Korean soldiers captured in Ukraine for thousands of Ukrainian citizens currently in Russian custody. Sybiha discussed the proposal during meetings in Seoul, including with officials from the Asan Institute for Policy Studies on Monday and with South Korea’s Foreign Minister Cho Hyun on Tuesday. The account also says South Korea is being urged to increase its support to ensure any transferred North Korean POWs could reach South Korea. The reporting does not indicate that Ukraine has accepted the proposal. Instead, Sybiha is described as reiterating Ukraine’s position as the discussions unfold with South Korean counterparts.
