Daño and others and argues that existing police and department circulars have not been modified, suspended, or revoked. It also cites PNP CMC No. 16-2016, known as Project “Double Barrel,” as part of the framework it says remains active. The group’s motion asks the court to address the continued legal status and use of these rules, asserting they are still available for law enforcement operations.
