Trump also moved to steady another national-security front by nominating Manhattan U.S. attorney Jay Clayton as director of national intelligence, as pressure mounts over leadership turmoil and the looming expiration of key surveillance powers. In Britain, defence policy was jolted by the resignation of Defence Secretary John Healey, who said planned military funding falls dangerously short. Meanwhile, regulators opened a very different kind of political battle, investigating Ryanair over family seating fees.
