A joint report released Wednesday by Human Rights Watch and the American Civil Liberties Union describes alleged abuse and poor conditions at an Immigration and Customs Enforcement (ICE) detention facility in Texas. The findings focus on Camp East Montana, located at U.S. Army Fort Bliss in El Paso. The report is based on detainees’ accounts, including interviews HRW conducted with people held at the facility. According to the report, detainees describe being physically beaten by guards and experiencing other forms of mistreatment. It also alleges detainees are denied necessary medical care and are housed in filthy or unsanitary conditions. The report further says detainees report being given meals they describe as inedible or underfed. In addition, detainees allege they are prevented from contacting family members and lawyers, limiting access to legal support and outside communication. The report does not indicate that the allegations have been resolved, and it reflects detainees’ reported experiences as summarized by the two rights organizations.
