India’s Competition Commission (CCI) fines HP India and partner resellers a total of about 1.4 billion rupees (roughly $14.4 million) over alleged cartel behavior in government procurement and the sale of printing-related products. In one CCI order, the regulator says HP India worked with five resellers to coordinate bid prices for government PC contracts, with the aim of improving the chances that an HP partner would win. The order also says HP participated in price fixing and collusion involving ink cartridges, toner, and other printing consumables.

A second CCI order cites WhatsApp records and describes a “collusive arrangement” between HP and 16 tier-2 reseller partners, alleging bid rigging, cover bidding, price fixation, and customer allocation during 2017–2020. The CCI says HP India plays a central role.

The filings also reference resellers allegedly threatening to switch to low-cost counterfeit printing supplies to compete on price; HP India contends it was “commercially forced” into supporting the arrangement. The CCI orders HP India and channel partners to stop anti-competitive conduct and to complete competition compliance training within 60 days.
