The Central Reserve Police Force (CRPF) has issued a revised Standard Operating Procedure (SoP) for personnel deployed in Manipur, citing heightened security risks after recent attacks on Assam Rifles troops in the region. The guidance orders CRPF personnel to “move around in only bulletproof vehicles and avoid stray movements” during both operational and administrative duties across Manipur. The changes come amid ongoing ethnic violence in Manipur since May 2023 and the state’s proximity to Nagaland, along with incidents involving Assam Rifles personnel. Reported triggers include an ambush in Ukhrul district on July 6 that kills two Assam Rifles personnel, a suspected IED incident in Nagaland’s Chumoukedima district on July 13 in which one Assam Rifles member is killed and others are injured, and a mob attack on an Assam Rifles camp in Senapati on the night of July 14 that includes arson and vandalism after an anti-insurgency operation.

The revised SoP is reported to be enforced across around 200 CRPF companies (about 20,000 personnel) and also applies to newly deployed Commando Battalion for Resolute Action (CoBRA) units. Alongside SoP changes, CRPF assigns its two CoBRA battalions to conduct operations against armed groups, including seizures of arms, identification of ambush points, and area domination, while maintaining movement in bulletproof vehicles.
