Singapore launches a two-year pilot scheme that allows approved cat fosterers to keep more cats at home. Under the programme, recognised cat fosterers may keep up to six cats in Housing and Development Board (HDB) flats, with a higher cap of 10 cats allowed in private homes. Applicants for recognition as cat fosterers must meet experience requirements, including having experience caring for pet cats or foster cats. The pilot is set to run from Aug 3, 2026 to Jul 31, 2028. The scheme is designed to regulate and manage the number of cats fosterers can keep while they perform fostering activities, and it is limited to fosterers who have been approved under the recognition process.
