The road transport department (TOM) responds that the industry has had extensive time to prepare. A TOM representative tells Cyprus Mail that the mandatory ADR rules have been in place for about 18 years and that owners have also had nearly a year since the transport ministry set a deadline for compliance. The department says the protesters were therefore aware of the obligations well before the current deadline.
While both sides agree that ADR compliance is the central issue, they differ on whether the timing is reasonable. The memorandum is presented as the formal channel through which the tanker owners seek an extension or revised approach, as negotiations are expected to follow.
