Brazil is developing “TV 3.0,” a next-generation terrestrial broadcast television system defined by the SBTVD Forum. According to the report, Brazil’s current system is SBTVD (ISDB-Tb), which uses a dedicated broadcast physical layer designed for antenna reception and supports interactivity through the Ginga middleware. The author says this foundation works well but was created before streaming, 4K, HDR, and modern “second-screen” expectations.

TV 3.0 is being assembled by selecting and combining components from different standards rather than adopting a single existing foreign system. The article describes an IP-centric architecture where transmission is built on an ATSC 3.0 physical layer, while transport uses IP methods based on ROUTE/DASH. For video, it uses VVC (H.266), and for audio it uses MPEG-H 3D Audio. For applications and interactivity, it keeps Ginga, evolved.
