South Korea’s privacy watchdog, the Personal Information Protection Commission (PIPC), has fined TikTok 10.3 billion won (about $7 million) for unlawfully collecting and using users’ behavioural data to personalize advertisements. The PIPC says TikTok gathered behavioural data from 9.45 million users in South Korea through tools distributed via third-party websites and applications, then used that information for targeted ads. The regulator also said TikTok did not properly notify users about these data collection and use practices, which it considers a violation of South Korea’s personal information protection law.

The PIPC also took separate action against Apple. It ordered corrective measures and imposed combined fines of 252 million won on two Apple subsidiaries for collecting voice recordings and text transcripts from users of Apple’s Siri assistant without obtaining consent. According to the PIPC, Apple collected voice recordings and transcripts without permission until August 2019, and later sought consent for voice recordings starting October 2019 but not for transcripts.
