Rather than using the existing Chinese transliteration associated with the banned version of his name, Chinese coverage transliterates the first syllable of Rubio’s surname using a different character pronounced “lu.”
The approach is described as a method of navigating the entry ban without directly changing the underlying policy. According to the reporting, the ban continues to apply officially, while the altered spelling in Chinese-language materials may help clarify that the person being referenced is still Rubio but presented under a different character rendering.
