Amazon has filed with the U.S. Federal Communications Commission (FCC) for approval to launch a satellite constellation of more than 5,100 satellites designed to provide direct-to-device connectivity, according to multiple reports. The proposed system would deliver service directly to smartphones without requiring a traditional cell tower, using a direct-to-device (D2D) model.

Several outlets report that the plan relies in part on spectrum associated with Globalstar, which Amazon is pursuing as part of a broader strategy that builds on its existing satellite activities. CNBC adds that Amazon plans to acquire Globalstar, with the proposed network described as using Globalstar-related assets alongside Amazon’s Kuiper infrastructure.

Amazon’s stated goals include expanding connectivity for unserved or underserved populations, supporting emergency response, and enabling connectivity for remote worksites. Quartz reports Amazon intends to begin deploying the constellation in 2028. SpaceNews and other outlets describe the FCC filing as seeking authorization to launch the large-scale network, which is positioned as a competitor to satellite mobile internet services such as SpaceX’s Starlink Mobile.
