The Philippines ranks 65th in the latest global impunity index, placing it below several Southeast Asian countries on measures of accountability. According to the 2026 edition of the Atlas of Impunity, the Philippines is scored at 44.86 and placed among 172–174 countries (depending on the outlet’s reporting), reflecting what the atlas describes as the exercise of power without accountability.
The index is based on an assessment of 60 indicators grouped into five dimensions: unaccountable governance, economic exploitation, environmental degradation, conflict and violence, and abuse of human rights. Both reports describe impunity as crimes or abuses of power that go unpunished or unaddressed.
The Philippines is characterized as lagging behind multiple ASEAN neighbors, with one outlet stating it trails four ASEAN countries, while another notes that six ASEAN nations rank higher. Overall, the rankings are used to compare how effectively countries address abuses and prevent perpetrators from avoiding consequences.
