The Philippines formally deposits with the United Nations its official nautical chart covering Panatag (Scarborough) Shoal, also known as Bajo de Masinloc, and the surrounding maritime zones, according to the Department of Foreign Affairs (DFA). Multiple reports say the chart is deposited with the UN Secretariat and placed on the international record while China continues to control the disputed area. The DFA states the deposit is made under Article 16 of the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Article 16 requires coastal states to give due publicity to charts and lists of coordinates of baselines and to deposit such material with the UN Secretariat. One report identifies the deposit date as July 29, while another indicates the deposit takes place on Wednesday, with the DFA’s public statement issued later in the week. The move is presented by the Philippines as part of its ongoing efforts to reinforce the legal basis for its maritime entitlements related to the shoal.
