Former Department of Public Works and Highways (DPWH) chief Manuel Bonoan is set to testify for the prosecution in the Sandiganbayan Third Division against former senator Ramon Revilla Jr. in a malversation of public funds case. According to court proceedings reported by multiple outlets, the Ombudsman’s Deputy Special Prosecutor Omar Sagadal requested that the court issue a subpoena ad testificandum to compel Bonoan’s testimony. The court, through Associate Justice Ronald Moreno, grants the request, scheduling Bonoan to testify on August 12.
The case concerns an allegedly anomalous flood control project in Pandi, Bulacan, which prosecutors describe as involving irregularities tied to public funds. The prosecution’s request is made after a state witness—former DPWH Undersecretary Roberto Bernardo—takes the stand during the trial. Prosecutors allege that Revilla sought a 25% kickback connected to what is described as a “ghost project.” The proceedings continue as the prosecution prepares to present Bonoan’s testimony as part of its evidence.
