The Railway Ministry has reiterated instructions that full bedroll kits must be provided to passengers travelling on RAC (Reservation Against Cancellation) tickets in AC coaches, except in AC Chair Car, following repeated complaints about missing or incomplete linen. In a letter dated August 4, the Railway Board directs zonal railways to strictly follow the directive to ensure RAC passengers receive the same onboard bedroll facility as other bona fide passengers travelling in the same coach.

Multiple outlets report that the Board acts after complaints that RAC passengers were not given bedrolls or were provided partial kits during their journeys. The renewed order instructs that every eligible RAC passenger in AC classes should receive a complete bedroll kit, including items such as a bedsheet, blanket, and pillow, along with other standard linen. Railways also instruct staff to ensure implementation and uniform service standards across zones. Passengers who do not receive the prescribed kit are advised to raise the issue onboard, including with the Travelling Ticket Examiner (TTE), or through the RailMadad helpline so it can be addressed promptly.
