A charity says Housing Assistance Payment (HAP) tenants face limited rental options outside Dublin and Kildare. Simon Communities of Ireland reports that, in a June survey of 16 areas, there are no properties available to rent under HAP outside Dublin or Kildare. The charity adds that across the remaining localities included in its review, it finds that only a small number of HAP-eligible listings meet the rent limits set under the scheme. It states that just 20 properties were available to rent within HAP limits across the areas surveyed in June.

The report highlights a mismatch between HAP rent thresholds and the supply of available rentals that landlords offer within those limits, particularly beyond Dublin and Kildare. Simon Communities of Ireland presents the findings as evidence of constrained access to HAP-supported accommodation during the period covered by the survey. The charity’s results are based on properties that it identifies as available to rent and within the HAP limits applicable to the local areas surveyed in June.
