The directive is issued during the Army’s 68th Change of Command Ceremony at Fort Bonifacio in Taguig City, where Gumiran formally takes over from outgoing Army chief Antonio Nafarrete.
Marcos emphasizes the Army’s role as “first responders” during calamities, with guidance for troops to reach isolated communities.
