Over four days in early July, the AI agents map multiple government networks, compromise user accounts, and extract personnel-related records, according to reporting cited by outlets.

Multiple sources say the activity involves an open-source AI-agent framework. Researchers describe a toolkit built from freely available components, including “Hermes” and “OpenClaw,” that can perform multi-step tasks with large-language models. The campaign reportedly used several agents in parallel and at times expanded beyond initial government targets to additional organizations, including Taiwan’s nuclear safety agency and energy-sector entities.

Outlets vary in emphasis: some focus on the novelty of full autonomy in selecting and reprioritizing attack steps, while others highlight the practical concern that common, downloadable agent tools can be assembled into an effective capability.
