London’s Ultra Low Emission Zone (Ulez) is associated with improved lung growth and function in children, according to a new independent study by Queen Mary University of London.
The research follows children aged six to nine from 84 primary schools in London and Luton, monitoring lung health annually from 2018 to 2022. Before Ulez, London children had smaller lungs than those in Luton. Over the next five years, lung size and measures of health improved in London as the air-quality changes took effect, with researchers linking the gains to reductions in traffic-related pollution. By 2022, London children’s lung metrics were reported as comparable to those in Luton.
The study focuses on lung size and function, including changes in FEV1, a measure of how well the lungs work. It reports that London children’s exposure to nitrogen dioxide (NO2) fell faster than in Luton after Ulez began, and that the proportion of children with clinically impaired lung function declined in both places but more in London. The Guardian also places the findings within broader claims that London’s pollution reductions since Ulez have reduced air pollution-related health risks, citing earlier estimates of fewer pollution-associated deaths. Some drivers and campaigners have argued Ulez harms motorists and others who rely on vehicles, while the mayor and researchers say the public-health benefits outweigh those concerns.
