Dickson says he met a joint team from the International Republican Institute (IRI) and the National Democratic Institute (NDI), two U.S.-based organizations that promote democracy. He argues that some election actors abandon political engagement for violence, alleging that they procure arms, train thugs, and collude with security personnel to intimidate and kill voters during election periods. He also says such perpetrators can be rewarded with government positions.
