One account describes the effort as stalled and refers to a code name, “M&Ms,” linking the concept to goals such as isolating Russian elites and pushing President Vladimir Putin toward negotiations. Another outlet reports that the proposal envisioned up to 1,000 drones operating in a single night to cripple flights. That same report says the operation was halted after the departure of former Defense Minister Mykhailo Fedorov in July. The outlets differ mainly in the level of detail and framing, while both describe an aborted, drone-swarm plan centered on targeting Moscow airports using AI-enabled systems.
