Indian Railways will build 238 air-conditioned (AC) EMU local train rakes for Mumbai by splitting the order among three production units: Integral Coach Factory (ICF), Chennai; Rail Coach Factory (RCF), Kapurthala; and Modern Coach Factory (MCF), Raebareli. The planned allocation is 120 rakes from ICF, 71 from RCF, and 47 from MCF, according to a finalized production-sharing plan.

The distribution is intended to ensure timely availability of rolling stock as infrastructure work progresses under the Mumbai Urban Transport Project (MUTP). Both reports say the first trainsets are scheduled to be supplied starting in 2027, with the full requirement expected to be completed by 2030. The approach uses existing and proven specifications, approved by the Railway Board, to reduce delays that could come from developing a new design.

While both outlets report the same manufacturing split and timeline, the Free Press Journal adds that the programme is prioritized to match MUTP commissioning and provides additional context on how the new rakes are meant to expand AC suburban capacity and help bridge any gap between infrastructure readiness and train availability.
