El Niño is declared when tropical Pacific sea temperatures rise about 0.5°C above the baseline average, altering winds, atmospheric pressure, and rainfall patterns worldwide. The Met Office describes the projected conditions as “unprecedented,” noting the intensity of the signal in their forecasts and pointing to already-above-average ocean warmth. Forecasters expect particularly strong effects in tropical regions, including severe drought risks in parts of South America and the West Pacific, along with wider knock-on consequences.
