Hong Kong’s Court of Appeal rules against the government in a legal challenge over plans to build about 12,000 public housing flats on part of the Fanling golf course. In a judgment delivered on Monday, the court upholds an earlier decision that overturns the government’s conditional approval for the project.
The court finds that aspects of how the project’s environmental impact assessment was endorsed are flawed. It cites issues including an unfair public consultation process, the imposition of improper conditions, and shortcomings in meeting requirements tied to the assessment and approval.
The South China Morning Post and Hong Kong Free Press both report that the ruling maintains the lower court’s outcome after the government sought to appeal. Both accounts also trace the dispute to the Hong Kong Golf Club’s challenge, with the earlier ruling in 2024 siding with the club.
