Coverage from multiple outlets says the physical version will not be fully playable offline, because additional data must be downloaded after purchase.
Both reports contrast this approach with earlier entries in the series. “Final Fantasy 7 Rebirth” shipped on two discs, while the previous game(s) were described as “content complete” on disc prior to any post-launch updates, allowing players to start without downloading extra content.
The outlets also report that the download requirement applies across platforms, not only on PlayStation. They agree the main trade-off for the streamlined one-disc physical release is that players must be connected to obtain the extra game data needed for the full experience.
