A threat intelligence report from Anthropic says a Yemen-based weapons engineering cell used its Claude AI model to develop guidance, navigation and control software for missile-related projects. The report describes multiple attempts to use Claude for conventional weapons development, including work on a guided rocket that underwent at least one test launch, which appears to have failed.

Anthropic says safeguards blocked many requests, but not all, and that the actors tried to evade controls by concealing their purpose and splitting tasks across multiple sessions. The company says it disrupted six operations tied to Claude misuse across China, Russia and Yemen, and that it later banned the accounts linked to the Yemen operation and shared information with public- and private-sector partners.

The report’s Yemen case centers on a cell operating from northern Yemen, described as largely controlled by the Houthi movement, and working on several programmes at the same time. Anthropic says it used Claude Code alongside an open-source autopilot setup with a phone-class flight computer, and that it wrote and tuned software, ran firmware builds, and conducted simulations. While Anthropic says it finds no evidence of a successfully fielded operational weapon, other outlets frame the findings alongside the Houthis’ expanding military presence along Yemen’s Red Sea coast and their moves toward the Bab al-Mandeb Strait.
