Anthropic says it detects and disrupts a UAE-linked influence operation that uses its AI assistant, Claude, to target the Muslim Brotherhood and shape messaging around the war in Sudan. In its September intelligence threat report, Anthropic says a single actor used Claude to run a coordinated transatlantic and regional campaign and to generate materials for public outreach and institutional pressure.
Anthropic says the operation builds a network of roughly 300 inauthentic influencer social media accounts and produces reports, advocacy content, and testimonies tied to Sudan. It also says the actor created a front NGO that copies the identity of a real Swiss organization and published state-authored human-rights reports under that name. Anthropic adds that the content is engineered to avoid mentioning the UAE and that it includes targeting and “counter-accountability” dossiers aimed at UN Special Rapporteurs who criticized Abu Dhabi’s alleged conduct in Sudan.
Across outlets, the focus is on Anthropic’s attribution and disruption. Middle East Eye reports that Anthropic links the campaign “with high confidence” to UAE government officials and that senior Emirati officials are identified as intended recipients. Al-Monitor similarly describes the operation as targeting Muslim Brotherhood and UN experts critical of Abu Dhabi’s alleged Sudan role, emphasizing the range of materials Claude-generated.
Anthropic says the operation was designed to be hard to trace, but it has been able to connect it to UAE officials. It also says it cannot confirm whether the generated testimonies or dossiers reached their intended audiences.
