The Government of India has published draft rules under the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) Act, 2025 (VB‑G RAM G) for public consultation. The draft rules come after the Act’s implementation begins across all states and Union Territories from July 1, replacing the rural employment programme previously implemented under MGNREGA. The Ministry of Rural Development says the rules are published to enable wider stakeholder input before they are finalised.
The proposed rules, framed under Section 33 and other provisions of the Act, outline transitional arrangements and set out the institutional and administrative framework for implementation. They specify governance structures at the national level, including a National Level Steering Committee and a Central Gramin Rozgar Guarantee Council. The draft also covers administrative expenses, mechanisms for grievance redressal, and provisions related to payment of wages and unemployment allowance. In addition, it addresses how to handle expenditure that is incurred beyond normative allocations, including costs for Union Territories without legislatures. The government has invited public feedback as part of the consultation process.
