The reporting also situates the initiative within Jamaica’s “Tourism 3.0” agenda, which emphasizes retaining more tourism value locally and developing human capital.

At the same time, the Jamaica Gleaner reports that Bartlett also calls for clarity on how the new, multibillion-dollar arrangement affects Jamaican workers, local suppliers, and future investment. It notes that Royal Caribbean has announced about US$3 billion in investments tied to an equity interest in Sandals and Beaches Resorts, with the partnership involving a 50% investment by Royal Caribbean, as described by the companies.
