France 24 also reports Russia says it is preparing retaliation for an alleged Ukrainian attack in occupied Lugansk.
Other outlets add that Russia is directing civilians and foreign residents to avoid areas near military and government facilities. Ukrainian President Volodymyr Zelenskyy is also cited by at least one report as saying Russia is preparing a “large-scale” attack.
