India’s aviation regulator, the Directorate General of Civil Aviation (DGCA), issues standard operating procedures (SOPs) for airlines handling passengers arriving from or transiting through Uganda and the Democratic Republic of the Congo (DRC). The SOPs require airlines to collect mandatory self-declaration forms from affected passengers. Airlines also monitor passengers for symptoms consistent with Ebola during the travel process. The guidance applies to flights connected to Uganda and Congo, including cases where passengers transit through these countries rather than only those boarding directly from them. Across the reporting, the focus of the DGCA’s instructions is passenger information collection and symptom observation to strengthen preparedness at the airline level. The regulator’s directives indicate that airlines are expected to follow the prescribed procedures when dealing with travellers associated with these route links, ensuring that screening and documentation steps are carried out consistently. The SOPs reflect an effort to improve early identification and reporting while passengers move through the aviation system.
