Multiple outlets report that the protest is led by the Alliance of Concerned Teachers (ACT) Philippines. Alongside the ₱50,000 figure, the group calls for higher specific benefits, including a ₱5,000 Personnel Economic Relief Allowance (PERA). ACT also urges the government to allocate 6% of the country’s gross domestic product to education, citing persistent shortages, deteriorating school conditions, and what it describes as a learning crisis. In addition, protesters call for greater accountability over corruption, arguing that insufficient and mismanaged funding contributes to education problems.
