According to the arrest report described by outlets, Silva allegedly purchased key parts of the costume online, including from Amazon, and wore items such as an ICE jacket and hat, along with a camouflage face covering and a handheld radio. When confronted by investigators, he reportedly said he wanted to observe people’s reactions and claimed he was a Brazilian voter who changed into the costume after casting a ballot.
