Wisconsin Democratic secretary of state nominee JoCasta Zamarripa says her “number one priority” is to have the next governor sign a law allowing driver’s licenses for undocumented immigrants. She told WMTV that she is looking to Governor nominee David Crowley to back the change, though she said the two have not yet discussed it directly.

Zamarripa has promoted similar “driver card” proposals for more than a decade, and previous versions she sponsored did not become law. One proposal aimed at licensing without federal-access eligibility, and another specified the card would not be valid for voting. Her stated rationale has shifted between economic development arguments in past efforts and public-safety claims now, including the idea that more licensed drivers would drive on Wisconsin roads and could access auto insurance.

Outlets also note that Wisconsin’s secretary of state role would not directly control licensing or elections administration. Wisconsin law has restricted undocumented immigrants from obtaining licenses since 2007, and current licensing authority rests with the Department of Transportation and the Wisconsin Elections Commission for elections. The reporting frames the issue as tied to broader state politics and immigration positions in the governor’s race.
