Hong Kong civil servants could receive salary increases of up to 4.12% in 2026, according to preliminary results of the government’s 2026 Pay Trend Survey. The survey, released on Thursday, draws on data from 104 private companies and provides indicative pay movement figures for different ranks, though the final rates require approval by the Executive Council. The results suggest that senior civil servants could see pay rises of 4.12%, middle-ranking staff about 2.64%, and junior employees around 1.17%.
Separately, the government is also moving to change how staff performance is assessed. A minister said the administration plans to introduce a revamped appraisal system for civil servants in October, alongside the pay review process.
Taken together, the reports indicate that the near-term pay outlook depends on the final decision-making stage, while the longer-term framework for evaluating civil servants’ performance is scheduled to be updated later in the year.
