NASA is laying out a three-phase approach to build a permanent lunar base at the Moon’s south pole, using a sequence of robotic demonstrations and progressively larger infrastructure. In phase one, running through 2029, NASA plans frequent robotic activity, with about 25 launches and 21 surface landings, to deliver equipment and instruments and to validate key capabilities. Reported goals include terrain mapping, measuring lunar regolith composition, assessing water-ice locations and radiation levels, and improving navigation and communications. The work also includes testing landing and descent technologies and developing surface power and communications systems. One early milestone described by sources is a test of Blue Origin’s Blue Moon Mark 1 Endurance lander in fall 2026, which is not planned to carry astronauts. NASA also describes additional 2026 startup missions intended to expand rover mobility demonstrations and deliver scientific instruments.

Phase two begins in 2029 and focuses on semi-permanent infrastructure assembly and first occupancy operations, including installation of energy systems such as surface reactors, habitat elements, and more robust communications, with dozens of tons of cargo delivered across multiple missions. Phase three scales up to create durable facilities with ongoing crew rotation, power and logistics networks, and annual cargo shipments for continued expansion and maintenance. Multiple outlets frame the effort as building operational experience for sustained lunar living and operations.
