Delhi is preparing a comprehensive regulatory framework for coaching centres, with proposed rules covering safety compliance, fee structure and student welfare, according to multiple reports. Education Minister Ashish Sood chaired a high-level meeting with senior officials from agencies including the Municipal Corporation of Delhi (MCD), Delhi Fire Services, the Directorate of Higher Education, Delhi Police, and departments such as Labour and Health to discuss drafting the policy. A multidisciplinary committee is set to be formed to develop detailed guidelines. The draft framework is expected to address infrastructure and building safety standards, fire and emergency preparedness, and the standardisation of working conditions for teachers and staff, along with welfare measures for staff and students. Reports also indicate that the committee will consider fee transparency and student welfare, including mental-health support and counselling mechanisms, and will establish grievance redressal mechanisms for students and staff. The initiative follows findings of systemic gaps highlighted by a high-level committee chaired by Justice (Retd.) R.C. Gauba, set up by the Delhi High Court after the 2024 Old Rajender Nagar flooding incident at a coaching institute.
